ABSTRACT
The subject of this article is to assess risks related to the States of Crisis (State of
Emergency, State of Exception, State of Ware and War) and its influence on the safety
and operability of critical infrastructure of the country. For this purpose risk assessment
of the States of Crisis was carried out. The risk assessment is based on probability of
occurrence of such crisis situations and its possible consequences as well as on the
analysis vulnerability of critical infrastructure. As the results the most important risks
are identified and analysed which can help to government, policy makers, state or local
crisis managers or critical infrastructure operators to take adequate decisions and adapt
relevant policy to reduce these risks. The conducted risk assessment provides a
structural approach to the problem and highlights the diversity of States of Crisis and its
possible influence on the functionality of critical infrastructure.
